The Skips roster preference enables the skip tracking rules for that roster. Employees who are called out of turn for reasons other than J/A Rule or schedule exceptions have skips totals incremented. The skip count is recorded as of the time each employee is called. The next time these employees come up in the roster, they are skipped, have their skip count decremented by 1, and are then added to the bottom of the list. If these employees are then later called, their skips are re-incremented. The pointer stays on the first employee skipped because of the skips rule.
On the Roster Maintenance screen, each employee has a text box that displays current skip totals. You can make manual adjustments to the skip total from the Employee Modify page. These changes display in the Log Trace report. On the Callout Detail Report , the Reason column contains ”Skips” which shows the skip counts and charges for any employee who has skips on the callout. There are no automatic resets at the end of the year using Skips.
The Skips are incremented and decremented according to the following rules:
Incrementing Skips

The list does not rotate if the employee on the top of the list is not called either for qualification purposes or is manually bypassed.

Skips are only applied to lists that do not rotate.

Skips are applied to an employee’s counter (increasing by 1) if the employee is called out of turn (either for qualification purposes or manually).

If a list stops rotating for qualification purposes, all employees who are called out of turn have a skip applied to their counter. (Equalization of skips)
Decrementing Skips

Skips are decremented when an employee has a skip count >0, is eligible for a call (not on exemption), and the list is rotating.

If, during a callout event, an employee is encountered with a skip count >0, the employee is not called for that event but is rotated and their skip counter is decremented by 1.

An employee’s skip counter cannot be decremented if the list is not being rotated (i.e., there is not a callout event where, for qualification purposes, an employee is skipped, the list stops rotating, and employees are being called out of turn and their skip counters are being incremented).

If, after an entire call list is exhausted, the requested crew compliment has not been filled, those employees that have not been called for the callout event (i.e. had their skip counter decremented), are called out of turn only once and have their skip counter re-incremented. These calls occur in list order based on the lowest number of skips.

Qualified employees are called in current list order below the non-qualified employees based on their skip count. These employees maintain their current position on the list (the list has stopped rotating). For example, once an employee is skipped, the remaining employees are called in sequential list order as follows, with their skip counter incrementing by 1:

All qualified employees with a skip count of 2, 3, 4… etc. and continues until all qualified employees on the list have been called.
