This is a rule that not all companies use. The First Pass Free is when the first effective attempt for a callout is voluntary and not charged, but the second pass through the roster is a chargeable pass. An effective attempt is an attempt based on how many times an employee has actually been called. The effective attempt is used to speak Voluntary vs. Chargeable in the callout details (outbound and inbound), and to evaluate the charging rule which considers the first effective attempt to be free.
Note: When a list is chained to itself, both passes through the list are part of a single attempt. The Free Pass logic says that each time a list is called in a chain will be considered one pass. Employees will not be charged for the first time the list is called (free first pass), but will be charged if the list is called at any point later in the chain or on another attempt (effective attempt) on the same callout. If an employee declines on the first pass through a roster, he can receive a second call when ARCOS chains to the list again in the same attempt.
