RAPD-16725 (ZD-76707) EVB - PTO Alert/Not Enough Hours 

Fixed an issue in Enhanced Vacation Bidding (EVB) where employees with sufficient PTO balances were blocked from bidding by an erroneous “PTO Alert / Not Enough Hours” message when new EVB rounds opened. After this fix, employees with adequate vacation balances can bid for vacation in EVB without receiving the incorrect alert, and PTO validation now correctly reflects their actual balance.
