In ARCOS Platform how do you reactivate a deleted work group?

Go to the location where the workgroup was then got to List Mnt>Roster List Ordering and clicking Configure New Class at the bottom. You can then scroll down to find the deleted Workgroups, select the one you want, and click Submit to restore it. You will then be able to use and edit it, including renaming it.
