The Utility Administrator role is for administrators of the system who need to be able manage global system options, control user access, and update rate or contract information.
The Utility Manager role is for program managers who need to prioritize and delegate Assessments or Work Groups to resources in the system and access reports.
The Contractor Manager role is for external resources who need to manage work or resources associated with their assigned Assessments or Work Groups.

The Assessor role is for users who need to assess or plan work in the field prior to work completion. The General Foreperson role is to manage work completion and progress in the field.
The Crew Leader role is to enter the actual work completion details for each task.
The Quality Control Specialist 1 role is for a contractor representative to self-QC the work of their own crews.
The Quality Control Specialist 2 role is for a utility representative to QC the work of the contractor and confirm that contract specifications have been met.
