ZOTNSTB - Zero OT Hours Sort Previous Position

The ZOTNSTB sort roster preference determines how to handle ties on a list if employees have zero hours. When enabled, employees with zero hours are sorted by their position on the previous list. If not enabled employees with zero hours are sorted by Seniority Date.
