Rosters are sorted when hours are loaded or applied. There are several different options that influence how and in what order rosters are sorted. The Roster List Administration and Preferences page explains the options.
Lists are sorted when:

The Maintain Sort option is on.

Hours Sort is turned on and someone applies hours.

From the maintenance page.
When a sort is executed, the sort order is determined by the following:

Sort Preference.
-
Total O/T Hours (Paycodes).
-
Seniority date.
-
Birth date.
-
First on the list already.
